In a recent Ghana’s State of the Nation Address, monitored by News Volta President John Dramani Mahama reaffirmed government’s unwavering commitment to the development of the Volta Region, particularly the Ketu South Municipality, highlighting major infrastructure, housing, water, and disaster mitigation interventions currently underway.
The President recalled the devastating tidal waves that displaced thousands of residents in Salakorpe, Agavedzi, Salakope, Amutsinu, and other parts of Ketu South Municipality. In response, government made a firm commitment to permanently address the destruction caused by persistent coastal erosion.
True to this promise, Phase Two of the Blekusu Coastal Protection Project was awarded and officially commenced in August last year. The President announced that the project is now 25% complete, and calm has already been restored along the coastline, offering significant relief and renewed hope to affected communities.
He emphasized that flooding remains a critical national challenge, and government has therefore established a National Flood Task Force to coordinate mitigation efforts, protect vulnerable communities, and strengthen disaster preparedness across the country.
Housing Development and Resettlement Efforts
Addressing Ghana’s housing deficit, currently estimated at over 1.8 million housing units, the President outlined several strategic initiatives underway to expand access to affordable housing.
In Ketu South and the wider Volta Region, government continues its resettlement housing programme for victims of the Akosombo Dam spillage, with 251 housing units currently under construction out of a total planned 1,010 units. These efforts aim to restore dignity, safety, and stability to displaced families.
Additionally, TDC Ghana Limited is advancing the construction of 800 affordable housing units at Community 26 under the Kum Affordable Housing Project. The President also performed the soft-cutting ceremony for the Oxygen City Housing Project, a flagship initiative expected to deliver 1,000 affordable housing units, significantly contributing to reducing Ghana’s housing deficit.
President John Dramani Mahama highlighted major investments in water infrastructure, noting that Ghana’s renewable water resources are estimated at 54 billion cubic meters, largely derived from the Volta River.
He announced the successful completion of the Anyako Water Supply Project, confirming that the people of Anyako now have access to clean and safe drinking water. The project, which will also serve Seva Island, will be officially commissioned next week by the Community Water and Sanitation Agency.
Other major water projects underway or nearing completion include:
- Keta Waterworks Project
- Winneba Water Supply Project
- Sekondi–Takoradi Expansion Project
Government is also beginning preparatory works on the Damango and Sunyani Water Expansion Projects, while final financial arrangements are being concluded for water supply upgrades in Tamale, Yendi, Techiman, and Tarkwa.
District Development Financing
To strengthen local governance and accelerate development at the grassroots level, the Ministry of Finance has allocated GH¢6.3 billion to the District Assemblies Common Fund, covering all four quarters of the 2025 fiscal year.
Out of this amount, GH¢4.3 billion has already been disbursed to all 261 Metropolitan, Municipal, and District Assemblies, including the Ketu South Municipal Assembly, to implement projects under their Medium-Term Development and Annual Action Plans. The final tranche is currently being processed and will be released shortly.
Collectively, these interventions demonstrate government’s firm resolve to:
- Protect coastal communities
- Expand access to affordable housing
- Improve water supply
- Strengthen disaster resilience
- Promote inclusive regional development
The President reaffirmed that Ketu South Municipality and the Volta Region remain central to Ghana’s national development agenda, assuring residents that government will continue to prioritize infrastructure expansion, social protection, and sustainable development initiatives to improve livelihoods and economic opportunities.
