The Volta Regional Minister, Hon. James Gunu, has signed a landmark Memorandum of Understanding (MoU) with the Belt and Road Environmental Technology Exchange and Transfer Center (Shenzhen, China), marking a major breakthrough in regional economic diplomacy and sustainable development.
The signing ceremony, held at the Volta Regional Residency in Ho, formalized a strategic partnership between the Volta Region of Ghana and Shenzhen, China, aimed at promoting green technology exchange, sustainable investment, and trade cooperation.
Under the agreement, both parties commit to:
- Promoting sustainable investment and green technology transfer
- Facilitating trade and market access for businesses in both regions
- Supporting joint projects that foster economic growth and job creation
- Advancing the Green Belt and Road Initiative in Ghana through environmentally sound development practices
Speaking at the ceremony, Hon. James Gunu emphasized that the collaboration reflects Volta Region’s growing ambition to become Ghana’s green innovation and investment hub.
“This MoU represents more than a partnership — it’s a vision for shared prosperity built on sustainability, technology, and mutual trust,” he said. “The Volta Region is open for business, open for innovation, and open for the future.”
The MoU also outlines four key areas of cooperation, including:
- Information sharing on investment, policy, and market intelligence
- Joint participation in trade forums, exhibitions, and investment promotion activities
- Government and private sector missions to explore opportunities for collaboration
- Project support for bilateral trade and investment initiatives
This milestone agreement is a direct outcome of the platforms established under the Volta Economic Embassy and the Volta Economic Forum, visionary initiatives led by Dr. Elikplim Apetorgbor, Commissioner and Volta Representative to the National Development Planning Commission (NDPC).
Dr. Apetorgbor noted that the partnership is a clear signal of Volta’s readiness to engage with global partners to accelerate regional transformation.
“This collaboration places Volta on the global investment map,” he remarked. “It is a strong statement that the region is ready for sustainable growth and meaningful partnerships.”

The Volta–Shenzhen MoU marks a defining moment in Ghana’s subnational diplomacy — strengthening ties between local governance and international cooperation, while advancing Ghana’s commitment to sustainable development under the Green BeVolta is open for business. Volta is ready for growth.
