The Paramount Chief of Aflao Traditional Area, Torgbuiga Adzonugaga Amenya Fiti V, the Volta Regional Minister, Hon. James Gunu, the Member of Parliament for Ketu South and Minister for Tourism, Culture and Creative Arts, Hon. Abla Dzifa Gomashie, the Municipal Chief Executive for Ketu South, Hon. Nicholas Worclachie, and the Volta Regional Director of Health Services, Dr. Emmanuel Atsu Dodor, on February 6, 2026, at Municipal Assembly have jointly performed the sod-cutting ceremony for the construction of an ultra-modern Municipal Health Directorate Office Complex for the Ketu South Municipality.
The landmark project, fully funded by Torgbui Tenuvi II, known in private life as Mr. Felix Akonta Akakpo, a philanthropist and native of Lente-Wute in Ketu South, is expected to be completed by October 2027 at an estimated cost of GH¢14, 000,000.00.




Vision Conceived in 2023
In his keynote address, Torgbui Tenuvi II revealed that the vision for the project was conceived in 2023, after identifying the urgent need for a modern administrative facility to streamline healthcare delivery and management in Ketu South.
“I saw the need to urgently build a Municipal Health Directorate Office Complex as a game changer for health services administration and delivery in Ketu South. My vision is to improve healthcare access and strengthen institutional efficiency for the benefit of our people,” he stated.
He explained that in 2024, he engaged the Municipal Health Director, Mr. David Yao Agbokpa, and later the former Volta Regional Health Director, Dr. Kubio, alongside WHO Country Director, Prof. Francis Chisaka Kasolo, to fine-tune the concept and secure technical guidance.
Following these engagements, he acquired the site plan, indentured documents, and architectural designs with the support of the Municipal Assembly under the leadership of then MCE Hon. Maxwell Kofi Lugudor, who facilitated the initial land allocation measuring 100 by 100 feet.
However, challenges related to land ownership delayed the project’s take-off in 2024. A new site was later identified by the Assembly, but fresh disputes emerged, forcing further negotiations.
“I had to personally engage Torgbuiga Adzonugaga Amenya Fiti V, who intervened decisively, summoned the landowners, and helped resolve the impasse through dialogue and compensation. Today, we stand here to officially cut sod for this historic project,” he said.









Project Scope and Facilities
The ultra-modern facility will comprise:
- Conference Hall
- Administrative Offices
- Spacious Lobby and Corridors
- Cafeteria
- Dining Area
- Porch and Reception Zone
- Washrooms (WC)
- Technical Service Units
The project is expected to transform health administration, enhance staff working conditions, improve service coordination, and ultimately strengthen healthcare delivery across Ketu South.
The Volta Regional Minister, Hon. James Gunu, commended Torgbui Tenuvi II for his selfless commitment to development, describing the project as a model of private-public partnership in healthcare infrastructure.

“This is not just a building; it is an investment into the health, productivity, and future of Ketu South. Government alone cannot do everything, and this support is deeply appreciated,” he stated.
The Volta Regional Director of Health Services, Dr. Emmanuel Atsu Dodor, said the project would significantly boost healthcare administration and service coordination, noting that inadequate office infrastructure had long constrained effective service delivery.
“This facility will streamline operations, improve monitoring, and enhance patient-centered healthcare services across the municipality,” he said.

The Paramount Chief of Aflao, Torgbuiga Adzonugaga Amenya Fiti V, praised Torgbui Tenuvi II for his vision, generosity, and commitment to community development.
“This is leadership by example. I call on all sons and daughters of Ketu South, both home and abroad, to emulate this noble gesture,” he urged.

The Municipal Chief Executive, Hon. Nicholas Worklachie, expressed profound gratitude, describing the project as one of the most significant health-sector interventions in recent municipal history.
“This project will permanently solve office accommodation challenges of the Health Directorate and elevate healthcare administration in Ketu South,” he stated.

The project is widely regarded as a legacy intervention that will strengthen public health management, improve staff morale, enhance patient care coordination, and boost overall healthcare outcomes in the municipality.
Construction officially commenced on February 6, 2026, with completion scheduled for October 2027.
