MMDCEs in Volta Region Rally Behind Government’s 24-Hour Economy Agenda

The Volta Regional Coordinating Council (VRCC) on Wednesday, 29th October 2025, convened a high-level meeting with all Municipal and District Chief Executives (MDCEs) in the region to deliberate on the government’s flagship 24-Hour Economy Programme and other complementary development initiatives.

The meeting, chaired by the Volta Regional Minister, Hon. James Gunu, brought together representatives from the 24HR+ Economy Secretariat, PPMC International Limited, OMNI Strategies, and Naaviq Company Limited to explore collaborative strategies aimed at boosting local economic growth, infrastructure development, and efficient service delivery.

A team from PPMC International Limited, led by Engineer Daniel Yaw Dushie, Deputy Managing Director, delivered a presentation on the 24-Hour Market Programme, a key component of the 24-hour economy initiative.

He outlined four models of modern market designs tailored to suit different municipal and district contexts. Each model incorporates critical facilities such as lockable shops, health posts, police stations, restaurants, car parks, and waste management systems to enable continuous commercial operations.

Engineer Dushie urged Assemblies to submit site plans, data on existing markets, and land allocations (between 1–4 acres) suitable for the project’s implementation.

Following this, Mr. Abdul Rashid Baah, General Manager of OMNI Strategies, presented a digital revenue mobilization platform designed to enhance efficiency and transparency within the Assemblies. The system integrates automation tools to curb revenue leakages, fraud, and cash handling inefficiencies.

Already deployed at the Accra Metropolitan Assembly and piloted at the Asafo Market in the Ashanti Region, the platform provides Assemblies with a real-time dashboard for monitoring revenue collection, improving accountability, and ensuring effective financial management.

The third presentation was delivered by Madam Victoria Naa Shika Quaye, Chief Executive Officer of Naaviq Company Limited, who proposed strategic partnerships to address water supply challenges in the region.

She highlighted Naaviq’s proven expertise in borehole drilling, water treatment, and community water projects, emphasizing the company’s readiness to train local artisans and collaborate with Assemblies to ensure safe and reliable water delivery while creating employment opportunities.

The MMDCEs expressed appreciation for the presentations and reaffirmed their commitment to collaborate with the various organizations to advance development across the Volta Region.

The meeting forms part of the Regional Minister’s ongoing efforts to foster strong partnerships between government agencies, the private sector, and local authorities in driving economic transformation and improving livelihoods under the 24-Hour Economy framework.
